DescriptionInforms the Earl that he does not wish to represent the County and that he is well inclined to the lead taken in local elections by the Earl and by the Duke of Manchester. However, he does object to the system by which all other local families and his own in particular, are excluded forever from the representation of the County. As a result of this he will offer passive opposition and will not become a supporter of Lord Hinchingbrooke.
