DescriptionHe does not see the point in debating the concessions made by Clarendon in 1856. He disagreed with it at the time but those who entered the agreement have a right to require that it is acted upon. The surrender of the prisoners is an acknowledgment of the right for which they have contended. They must wait and see whether further questions are raised by America. He advises strongly against taking any steps.
