DescriptionReport comprises a general introduction to the report, summary of proposals and recommendations. Report on road proposals includes details of organisation of work and authorship, proposals and survey in separate reports, preliminary assumptions, retention of the character of the town, proposals to be moderate in scale and cost, costs of road improvements - pre-war and future position, table of comparative expenditure, special measures of control, growth of the road pattern and past proposals (roads in 1830, 1830-1900, Victoria Bridge, Chesterton Bridge proposed, West Cambridge), road approaches (roads outside the Borough, ribbon development), ring roads and bye-passes (future through traffic, outer ring roads not generally necessary in the next 20 years), the East Cambridge bye-pass (Coldhams Lane to Newmarket Road, and Newmarket Road to Milton Road, Hills Road to Royston Road), the Northern bye-pass (Northern bye-pass not needed in the near future, past discussions of best route, Madingley Village line recommended), roads in West Cambridge (traffic on the Backs, growing conflict between traffic and University, West Cambridge needed as a reserve for University expansion, defects of the Backs road for through traffic, new route proposed for A-10 traffic, bye-pass for Huntingdon Road traffic now using the Backs road, search for an alternative route, proposed new West Road, Madingley Road to Huntingdon Road - Observatory Road, Fen Causeway and defect in the new route, Chaucer Road Bridge, restricting traffic along the Backs, Sidgwick Avenue), improvements in East Cambridge. Improvements in East Cambridge include: Milton Road to Newmarket Road (need for new road crossings on the east, Chesterton Bridge preferable to the eastern bye-pass, approaches to Chesterton Bridge, the Chesterton Bridge, the Milton Road - Chesterton Road link, new roundabout at the East Road - Newmarket Road junction, summary - Milton road to East Road); the East Road area (need for comprehensive redevelopment, widening of East Road, Occupation Road and Sturton Street to Mill Road, factory sites and owner-occupied dwellings, Mill Road, summary of proposals for East Road area); improvements near the railway station (access to the station from the East, improvements to the forecourt, Hills Road - Tenison Road link); other improvements in East and South-east Cambridge (Four Lamps, Mitchams Corner, railway bridges on Hills Road, Mill Road and Newmarket Road). The Central Area includes: the cramped position of the area, relief afforded by improvements outside the area, two dominant uses, extension in Emmanuel Road and Park Side, centre of gravity of town moving east, main aims of proposals, four main proposals - 1) the spine relief route (local through traffic in the central area, street widening v relief routes, inefficacy of widening, the best line for a relief route, reasons for choice of route, alternatives considered, functions of the proposed route, use of public open space, Christs College garden, total open space required, Jesus College, Marshall's garage, Histon Road Corner to Jesus Lane, Jesus Lane to Drummer Street, summary of proposals) 2) Guildhall Street (sites likely to be redeveloped first, Guildhall Street, open deck car park, stages of construction of Guildhall Street, no change of character in the Central area, summary of proposals) 3) new bus station and neighbouring improvements (advantages of Drummer Street bus station, Emmanuel Street as the main traffic entrance to the Central area, the new bus station, local bus stops in the centre) 4) the cross-town route (Emmanuel Street and Downing Street corners, advantages of New Emmanuel Street, improvements between Sidgwick Avenue and Corn Exchange Street, defects of the present route, probable redevelopment of neighbouring buildings, two schemes for improvement, summary of proposals). Circulation in the Centre includes: proposed limits to street widening, objections to through routes, proposed circulation, proposal to close Magdalene Street to motor vehicles, present one-way circulation reversed, visiting motorists, circulation near Market Hill, Petty Cury, Market Street and Market Hill. Car and cycle parking includes: the case for restriction of street parking and waiting, reasons for allowing street parking, special character of the Central area, heavy cycle traffic, Saturday afternoon congestion, gradual reduction of street parking proposed, 3 open deck car parks, provision for rear access to new buildings, extra parking space on Saturday afternoons, cycle parking. Pedestrians in Central area includes: widening of footways, proposed bus stops. Survey of road traffic includes: Cambridge and long-distance traffic, through traffic, terminating traffic, 1938 and 1948 traffic, local traffic (traffic flows), parking and waiting (motor vehicles, cycles), bus traffic, pedestrians and footways, traffic accidents, summary and conclusions.
