DescriptionMr W Graham is asked to comment on the legality of whether two justices can legally certify for the closing of the old roadway before the new roadway is commenced; whether the legality of closing the road could be questioned as the new roadway will be a carriageway and the old road was a footway for part of it's length; whether the new roadway can be viewed as diversion of the old road; and the risk of the certificate being declared null and void at Quarter Sessions.
