The 19th century explanatory handwritten text reads, "The annexed M.S. an Official Ordnance Warrant bears the Autograph Signature of Oliver Cromwell - Oliver P - Oliver Protector, he at whose name "the World grew pale", whose greatness and character the Writers and Historians of Britain are beginning to appreciate. His political Governance of England was energetic and decisive, he paid all money claims on the Treasury with extreme exactness, and the public revenues were by Cromwell more strictly and economically managed than they have ever been since. The honor of England was never better maintained than by him, her Commerce flourished under his care.
Cromwell lived free from Parade, and is acknowledged by his worst enemies to have been a model of Industry, Sobrietry, and exactness. His faults and failings have found no lack of painters". The author is unidentified
