Kelly, with regard to the duties of police in the matter of air raid precautions dated 6 November 1935. Scheme by the county surveyor (draft) - Emergency road repairs, removal of debris, decontamination of roads and streets, etc, giving list of main roads, local authorities, list of privately owned haulage vehicles and highway divisions. Report on the appointment of a special committee by the county council to formulate an air raid precautions scheme. Organisation of police in co-operation with ARP organisation - January 1937. Printed scheme for ARP prepared by ARP executive committee and presented to the county council, January 1937. Letter to Wing Commander Hodsell (Home Office) sending scheme. Letters from clerks to district councils relating to scheme. Comments on the scheme. Memos by clerk of the county council and county accountant. Correspondence relating to insurance of ARP personnel. Expenses incurred by executive committee during crisis of September 1938.
